Take a look at this interesting research. It seems like Construction holds the first place. Also amazingly enough there are more Strength 99th than Cooking and Fletching ones.

There is a reason why there are more people with 99 strength than fletching and cooking.
Strength has been trained the same way for eternity.
Cooking and Fletching just recently got cook and fletch all...If cook and fletch all was available when the game first came out, guess how many more cook and fletch capes there would be as compared to strength...make since?
