After reading articles like this one about the city of Ullek I can really understand how come WoW has two (!) full time lore writers. I wonder if Jagex has a position like that in their staff. It looks like they do.

I believe they do. Though they create backstory that quests can be fit into, rather than lores to go in the lores section of the website. I've read that Andrew still does a lot of the backstory. http://www.runescape.com/kbase/guid/lore
They probably have an army of overimaginative 14-year-olds to do it for them :D
