Take a look. It definitely was someone's conscious decision in the first place... Is there really a Jagex's campaign behind it? I personally haven't considered it to be a big issue, but I 100% agree that players (both male and female) should be able to dress themselves as decent as they feel comfortable.

I'm sure it is intentional to make the characters attractive after all there main target audience is adolescent males, with all the hormone changes taking place a bit of bare flesh on a character is sure to turn a few heads.
Even though it is just a character I have a maid in my POH when I could have a demon butler.
I suppose it's not a big issue, but the fact that that view manifests itself in a small issue like this is telling enough. All in all the whole thing's faintly ridiculous, being pixels and all. Especially since there don't seem to be any f2p tops that aren't midriff baring apart from default clothes.
