From the "2006" in the URL, and from some of the comments, it looks like the reviewer was talking about the OLD crossbow. It was updated a few months ago. The update did not change the effect of the specials nor the rate at which the specials happen. Th update did increase the range bonus of the crossbows considerably, and also increased the rate of fire a lot.
If you range, give these things a try.
