There were a lot of speculation around this question with majority of the evidences pointed to "members only": pet shop in Yanille, quest starting in Taverly, long standing history of Jagex releasing only members content, recent additions to F2P which "should be enough for them" etc.
On contrary there were several screenshots with J Mods promising Summoning be F2P also. Here are a few of them:

Problem with the screenshots is that they could easily be fakes.
So, the question remained opened for speculation for a long period of time. Until the last Development Diary it is. Just one quote from there ends the discussion:
"It's my favourite members' skill that I've helped to release," says Mod Mark." which translates into: "Wanna try summoning skill? Get a membership."

There are screenshots of J mods saying its members and screenshots of them saying its f2p, I started spreading a rumour that its f2p only, didn't get far though.
I personally don't believe any of these screen shots are real, if they were I can see the j mod in question getting a b*******g for leaking confidential information.
Im not totally convinced that the statement in the DD is conclusive, after all all skills are members skills.
I must admit I don't have a clue, perhaps the f2p can have "familiars" but not use the benefit, know one outside of Jagex knows.
It's quite possible that the screenshots aren't doctored.
While Jagex mods usually know what they're talking about, occasionally, they do make mistakes. I met one on the day Clan Wars was released.
When a player asked whether you could lose items in the minigame if you died, he replied with a "Yes, you do lose items there" or something along those lines.
Is Mod Lee American? I've seen these screenshots before and something which struck me on the Lee one is the grammar.
In British English, the word 'also' turns up at the beginning of the sentence; in American English, it turns up at the end of the sentence. I just naturally assumed that Jagex Mods were all British, from Cambridge or Nottingham, so that was a bit of a surprise.
If it's a fake, it's a good one though.
More I think, more I get convinced that the images are fakes.
