Yet another disturbing article. This one is about a shift and adjustments in RWT industry. Good news, RWT does not affect Runescape as much as it used to. Bad news is that it is still there and it is bound to remain there for a foreseeable future.
My take on it is that, yes, RWT is still there, but is its influence on the game was reduced so significantly, that regular players can pretty much ignore it. Jagex probably still have issues with stolen credit cards and such, but gameplay of majority of the players, thankfully, is much cleaner now.

I can not see it being a big problem.
Buying an account has its problems.
Older players will not want to buy a pre built account, all the players I know and most are adult play the game because they want to play the game, cheating is a short term method desired by the younger generation who require fast gratification.
The risks are too great that anyone trying to deal with dodgy accounts is open to abuse.
Young players who bought accounts or had accounts bought for them have the friends list to worry about, messages from friends of the old account owner must be replied to correctly or ignored, resorting to "I bought this account stop pm'ing me" Is guaranteed banning material.
It is not difficult to avoid this response once or twice but persistent original owner friends may bring that response from younger players.
You are right about the risks, but I do see quite a bit of such "account selling" activities on some of the forums. Not direct selling (that's RWT sites do), but players talking about them using accounts which were bought, hacked or borrowed from others.
I agree that the issue is not as big as it used to be with bots and gold selling, but it is still there.
