I don't get why construction had such an adverse affect on the market. Was it because everyone was selling to finance their skilling there?

Possibly.
But the panic it caused probably played a bigger role. I'm not sure if those "omgz the economy is gunna crash111!" rumours were as rampant, but there was talk everywhere that Construction was released to combat inflation.
Since inflation equalled to greater prices, and the new skill was supposed to bring about an opposite effect, speculators concluded that there was going to be a decrease in partyhat prices and thus decided to get rid of them.
Sales grew, panic ensued, which in turn, led to the sharp fall. Recovery soon followed though and the partyhats actually reached a new high, much to the surprise of Rare traders.
